Ireland Start-up Entrepreneur Programme (STEP)

STEP lets founders from outside the EEA move to Ireland with their family to build a high-potential start-up. An evaluation committee assesses your business proposal before Irish Immigration decides.

Who it is for

Founders with an innovative product or service for international markets, who will work full-time on the business, headquartered and controlled in Ireland. Retail, catering and personal services businesses do not qualify.

The main requirements

  • Funding of €50,000, from your own resources, loans, angel investors or venture capital, or a mix. Extra founders need less each.
  • High potential: the business should be capable of creating 10 jobs in Ireland and reaching €1 million in sales within 3 to 4 years.
  • Innovation: a new or innovative product or service for international markets.
  • Good character, with no criminal convictions.

How long it takes

Proposals are assessed by an evaluation committee, and decisions can take several months (reported). Your first permission is for 2 years and can be renewed for 3 more. After 5 years you may qualify for long-term residence. Your family can be included.

How Ascend helps

STEP is decided on the proposal. We test whether your idea is high-potential enough, write the business plan with the growth numbers the committee expects and organise your funding evidence. Legal advice is handled by an independent lawyer, billed directly by the lawyer.
